I believe you are reading it incorrectly. The D20 license applies only
to the right to use the D20 logo for advertising/marketing purposes.

Anyone can take the D20 SRD (which is under the OGL), add 2-3 pages to
it explaining how to create characters and go up levels, and
redistribute it as "Castles&Creatures". Anyone else can then write a
"Castles&Creatures Character Generator" including all information in the
C&C document. That's what the OGL, and open gaming in general, is all
about.

The D20 STL is about marketing and merchandising, and, despite the
restrictions which seem more irksome than practical sometimes, it's
probably the most generous license for the use of a MAJOR trademark I've
seen in the gaming industry.
