I can't speak for the rest, but Ryan has been over this one before.  No one 
at WotC will review or approve anything under any circumstances.  They 
can't, because doing so would open them to responsibility under any 
potential lawsuits you might incur from others.  Even if they're supposedly 
just reviewing for license transgressions they could be responsible.  If 
they "approve" your work and it turns out you infringed on someone else, 
they could also be named in a suit, since they were involved in the 
process.  WotC needs to be able to say "what infringing work?" when any 
d20/OGC ends up in court.
