The WotC desingers have said many times that CR for creatures is subjective.
There's no more hard-and-fast formula for determing a creature's CR based
on its stats than there is a hard-and-fast formula for determining a
creature's HD based on its size.
If you *do* write up a formula like that, though--*please* OGL it! :)
