<nods> They do balance out a little weakly, true.
I'm still notorious in my gaming group for using them
in D&D... the first character I converted to 3e split
his old Fighter level into Fighter and Aristocrat.
Perhaps a Prestige Class that would require certain
levels of Repair, a couple of Crafts, and a Profession
or two? It would have all the Technical Skills as
Class Skills, and some extra abilities relating to
such things? I can easily see it being a good balance
with other Prestige Classes... and more than
justifying taking a level or two in a "weak" NPC
class.
I'll have to work on that myself, now. <grin>
