You are correct in your guess that is shorthand for
the Players Handbook, etc. I agree that is confusing.
Personally, we use PHB and DMG and MM in Necromancer
Products. I urged Steve to do the same but it was
already throughout the manuscript and would have been
too hard to change at that point.
