There are (at least) two that are of considerable size.
One is at www.emancy.com. The creator, Alex Peake, has apparently vanished,
however; he had intended to launch his site on January 1, but has since then
not updated any information and not been available for questions about the
delay.
The second is my own project, Iconoclast, located at www.iconoclast.org. The
system was originally developed around a custom engine, but we're presently
working to port everything over to a d20 based engine. Anyone eager for
