No.  To the best of my recollection he never expressly said that (at least 
on this list - as I was looking for something like that).  What he DID say 
was something much more like "almost no Wotc people were HAPPY with the 
Online Use Policy" and "the OGL might someday replace the Onliune Use 
Policy".

But there wasn't anything definite.
