Nope. Anything not identified as required in Section #8 and also not noted as Product Identity is "third type of content."

This whole recent fury of list posting can be traced back to a misunderstanding, that if you somehow don't mark content as required in Section 8 then you've opened up the entire work, sans the Product Identity. Which simply isn't true.
