document, which is to provide an interface between Open Gaming and D&D).
But anyone who wanted to could just write those rules themselves and include
them. There's no way to copyright or patent the basic character creation
rule of "pick a class and a race" or even "roll ability scores as 4d6 drop
low die".

I envision a document presented as an "interface" part (i.e, a rule) and an
"implementation" part (i.e. a description of a class, race, item, spell or
monster).

Correct. The "restricted terms" portion of the D20 System Reference
Document is meaningless in the context of the Open Gaming License.

Yes; but since it's an Open Game, if you don't want to use the D20 System
Trademark license you are free to make any changes to terminology, usage,
etc. that you want.

Rough guess: Ability score names. Hit points, Armor Class, Difficulty
Class, Saving Throw (and the three Saving Throw names), Skill Check. A list
of Skills and a list of Feats. The basic Class names from D&D (Bard,
Barbarian, Fighter, Cleric, Druid, Paladin, Ranger, Rogue, Sorcerer,
Wizard).

If you don't use the D20 System Trademark License, you ignore the
"restricted terms" section of the D20 System Reference Document; the
restrictions has no effect on your ability to use the material.
