Why shouldn't it? The OGL is a means whereby any publisher can release his game 
content to the world. The D20STL is a specific agreement between Wizards and another 
party regarding usage of trademarks owned by Wizards of the Coast. Like DM said, it's 
a perfect example of how to make money with the OGL.
