I have also been mulling around something like this. I was hoping to create 
a Conversion Handbook that allowed levelless developement, modular rules for 
Heroic and Realistic gaming, alternate dicing techniques and a host of other 
possibilities. My intention was to make a free on-line document so that it 
could easily be updated and would be available to nearly everyone.
I wasn't intending on focusing on any specific genre but Fantasy does seem 
to be the logical starting point. Would you like any help or would you care 
to collaborate? I have lots of ideas and concepts but oviously can't get 
anything concrete without the SRD or PHB.
