Having seen the proposed Chapter One SRD, it is a list of rules - *very*
stripped down - no descriptions - no examples.
The document I saw was a virtually pure "extraction of rules" that would
have to be rewritten to make a game system. You could not for instance sit
down and play a D&D campaign with it - unless you were already *very*
familiar with the PHB. The lack of descriptive language and explanations
makes it virtually useless except as a source document for another game.

similarly arranged stats blocks - it might be arguable in court that the
resulting game manual was not derivative at all and did not HAVE TO BE OGL'd
- because GAME RULES per se cannot be copyrighted
