ICE has indeed lost the Middle-Earth licence. It is likely that Tolkien
Enterprises will try to cut a deal with Hasbro/WOTC on the RPG front as
being the most likely candidate company to provide sufficient
payback. The LotR card game license has already gone to Decipher.

MERP fans indicate that the source material in the later ICE modules was
capturing the Tolkien legacy - it's always been the system that they have
problems with.
