No, I think that is there not because its apart of the actual OGL, but
because this is not the final version, and WotC doesn't want this thing
spreading without permission. Hopefully the finally copy will not have
this, or maybe I am wrong.

Good point. I remember reading something to the effect that old copies
would always be valid, however I could be mistaken and this should be
attended to.

If the link is to a section on that same web site, yes. A web page is
considered a page, while a web site is considered a group of pages tied
together. If I write a 20 page document of OGC, then I dont' have to have
20 copies of the OGL on 20 pages of the site, just a section clearly marked
as the OGL and which pages are OGC. If the OGL resides off the web site,
then no, I don't think it should be considered releasing it with the OGC.
If the server the OGL is on goes down, then you are no longer releasing it
with the OGC, (its no longer there). Maybe linking to it off server is
okay, but definetly not something to do.
