Before reading anyone else's take, mine is thus:
If you take it without permission, it's theft.
The OGL defines what is and is not ok to use. Those free games you're
talking about may very well be free so long as they're distributed in a
specified manner . . . which putting them under the OGL may NOT be.
So, as with anything "free": watch your step.
