Nope, the PHB is NOT an OGL product.  No D&D3E products will be, they will
be copyrighted to WotC.  D20 is a derivative of D&D3E, not the other way
around.  And the D20SRD system does not (and will not) include everything
that is included in the PHB (and other D&D products).
