Lycadican is released under one of the open documentation licenses, and
there are reportedly a few others. It's easy to find Lycadican by searching
Google for that word.

Different gaming publishers have different policies about permitting
publications of that kind. WOTC has an online policy somewhere on their Web
site that the OGL/D20 licenses are intended to supersede. Palladium sends
its lawyers after everyone who uses their game stats in a publication.
Steve Jackson Games has a pretty liberal policy that is probably somewhere
on their site. You really have to handle it on a publisher-by-publisher
basis.
