Upon a second reading, I'm thinking that you are implying the people
*downstream* are losers because they publisher failed to provide an
accurate verion of the pure OGC material for the database. In other
words, placing the blame on the publisher for these people mistakenly
using material that isn't OGC.
Once again I respectfully disagree. These *downstream* people are losing
out for two reasons, neither of which is the publisher's responsibility.
First they are losing because they relied upon a database of OGC content
which was put together by someone who didn't do sufficient work in
determining OGC content. So the publisher (or web designer) is
responsible for the problem of those *downstream*. Second they are losing
because they failed to do their own work in determining whether the
information they are using is truly OGC. Anyone wanting to use OGC
material from a source which is has taken that material really should be
double checking with the original source. Basically the same thing as a
person doing research and relying upon a cite of a cite. You can do it,
but if the first instance is using the citation wrong, you can't escape
the blame for your using the citation wrong.
