Yes, that's correct.

The question (as I understood it) was:

I publish OGC in my magazine.

I review a product from Company X.  Company X does not have any copyright
interest in the OGC in the issue (meaning:  they are not listed in the
COPYRIGHT NOTICE section of the OGL).

Can Company X sue me >for violations of the OGL<?

The answer is "no", because Company X doesn't have standing - they are not a
party to the OGL.

The people who >do< have a copyright interest in the OGC might sue, but they
would have a hard time getting a court to agree that they have standing,
unless they can show that there is some connection between the OGC and the
review of Product X.  If there is no connection, they don't have standing
either; even though the magazine is technically in breach of the OGL,
because none of the copyright holders have any claim to damages, they can't
claim to have been injured by the breach.
