There is two that I know of. There is an D20XML project and there is Medusa from us.
I don't know much about the D20XML project so I'll let someone else answer that.
Medusa is a data definition and scripting language specially designed for the
attributes of role-playing games. Medusa is bascially the next generation of the
Basilisk engine that Jamis Buck used to develop some of his generators. Medusa is also
a library of routines (or software engine) that can interpret the Medusa data file.
This means that Data stored in Medusa format is easily shared among other applications
that use the Medusa engine. The Medusa engine is written in highly portable C and
will be available on Windows, Mac, Linux, and a number of PDA devices.
Medusa is going to be licensed free to anyone for non commercial use.
Our other software RPG Companion(tm) and Maestro will both use the Medusa engine and
has scripts that codify the D20 rules. These scripts will also be released under the
same license. As long as you define the data for it you can provide the rules for any
RPG game for Medusa.
Although I like XML I don't think it is the best medium for D20 rules. But this is, of
course, a baised opinion.
