I recomend you to visit d20-xml list. http://groups.yahoo.com/group/d20-xml This is 
community wide
effort to put everything in D20 on proper XML foundation. Check the files section.

For some parts its already done. Also,  take a look at this software by Luke Jones:
http://users.bigpond.com/luke_jones/ - i think it does exactly what you looking for: 
stores all sort
of RPG data (monsters, items, adventures, etc) in database and allow XML/HTML export 
for the web.
