Er, it is.

You do not have the right to write a book based on my extensive notes.

Unless you give me the right, I may not compile a program based on your
source code--anymore than I could photocopy the novel I bought from you.


For the purposes of the OGL, it seems that even a minor thing that you
wouldn't even consider a seperate work is, if you seperate it, derivitive.
