Here's a quick question-- does this seem acceptable as an OGC declaration?
"All material in this product is Open Gaming Content, with the following exceptions. Pictures and artwork are Product Identity. Proper names not already OGC are Product Identity. "
Would it really be so hard to look through your text to find the proper names and list them? If they aren't so important that you want to go through your text carefully and note them specifically, then why bother making them PI? IOW, if you think so little of your PI that you will not state it explicitly, why make it PI?
OTOH, most people will say that is fine but may quibble about what exactly makes a proper name. It's a language/cultural concept. Suppose your supplement describes a tribe of man where all things are "named". And you have a set of spells like Father Tree Grants Us Fire, Wolf Lord Calls Out In Anger, Spirit Steal. Are those proper names? The tribesman would say they are since they are named.
I don't like it. Be explicit. YMMV.
