While there are clearly problems with the layer/tileset relationship, I think the original problem was a product of my not understanding how inserting new layers was supposed to function. What I was seeing was a shift in layers that I thought were locked in place. Therefore, the "default" issue isn't quite so valid. What I have noticed was that layers above the insertion point revert to "default," despite them having assigned tilesets, and this can be a problem if the game has a significant number of tilesets in use. The other issue involved a random assignment of tileset to new layers (or maybe to old layers--I have to double-check), which TMC identified. So there are a couple things happening, neither of which apply to the original complaint.
