I have fixed this issue, and contrary to my fears, the fix is subtle, and it
does not seem likely to alter the difficulty levels of any games.

The battle in Wandering Hamster I was worried about was the Plip Tamer battle
with the Jumping Plip, and I have verified that it works okay.

One tick currently passes if you press ESC to cancel the battle menu,so Jumping
enemies can't get you completely stuck

(although I would still love to have a more elegant solution for what happens
when all enemies are jumping or untargetable and "Pause on all battle menus" is
ON)
