bob-the-hamster created an issue (ohrrpgce/ohrrpgce#1294)

If you are in a turn-based battle and kill an enemy with an on-death-bequest
attack, if that attack has any kind of delay (normal delay or turn delay) then
the enemy gets stuck untargetable until a later round, which can get the battle
stuck if the heroes have no way of passing turns.
Arguably for a turn delay, this might be desired behavior.
However for a regular delay that would shift the bequest later in the battle
order, this is not desired.
