The deed is done. In master, the python bindings are now implemented with 
pybind11, Boost.Python is no longer a dependency. All seems good, but it has 
the breaking changes detailed below and in the CHANGES.md release notes.

I bumped the version number to 1.9.1dev, so you can count on OIIO_VERSION >= 
10901 being the new Python APIs, and < 10901 being the old APIs.

This is just in master, so we can continue to tune or change it if there are 
requested changes. But I think it's an improvement. And nothing has changed in 
any release branches.
