you're right - here in the Czech Republic there is not yet specified (by
the law), how exactly (or if, even) libraries should release or offer their
bibliographic data, as far as I know. The usual way to cooperate among
libraries is using the OAI-PMH for sharing data between repositories,
without any specific license agreements attached. That is why I've been
asking if there is an option for that in the first place (the main
advantage I see in this method is that the data aren't uploaded manually in
circles, but are automatically updated using time-stamp or other
parameters).

The data uploaded in archive.org were meant primarily to find out, if
uploading our records in OL could work this way. Now the licence has been
changed to CC0 (as you and your collegues recommend
here<http://openbiblio.net/principles/>
).
