Generally that's what it means. Usually when there are multiple editions of the exact same item that exist, one is more complete than the other. Merging them by hand means moving over the information from the less-complete item into the more-complete item and letting the admins know that the duplicate can be deleted. We do have users that will do it.
I think you may be referring to when there's an editing that is erroneously linked to the wrong work?
