That's well within spec. 

If you need more pressure (you don't but I digress) , replace the cam bearings 
and it'll jump right up .

Many of the new oil pumps are so poorly made , they don't create sufficient 
pressure .

FWIW ,these are 1930's tech engines so they run with very low oil pressure but 
good volume , that being what engines need most ~ lots of oil where it counts , 
not mass pressure .

To see if it's O.K. , when the engine is idling , remove the oil cap and look 
at the weep hole in the middle of the rocker ~ if it's dribbling oil , you're 
good to go .

If not , rev. the engine to 1,500 RPM's (not very much) and _hold_ it there for 
a few moments , oil should begin to weep out the hole .

The dealer test back in the day was : look at the oil gauge @ idle ~ in a worn 
engine it'll typically be on the zero peg but as soon as the engine revs above 
idle , it'll go up ~ if it does , you're good to go . many ran for 200,000 
miles with only 15 # oil pressure hot , at road speed .
