that continual bouncing is two problems. first-your springs need more help-either new ones or helper springs or airbags in the rear. second your bouncing problem is due to your rear shocks(if you have any) being totally shot. install shocks on the rear-contact me for part number if non-stock application(I have a monroe book by length compressed/extended)
bumps after that should just go down/up 1 time only. those bed "shims" are not due to load capacity-they are just simple replacements for what most likely used to be wood spacers to get the bed at the right hieght to clear the 'hump' over your rear wheels and keep bed level w/frame.
