Tarballs ready for testing

I have generated both the rails and php tarballs. I have tested the php 
one myself and am working on testing the rails one although I'm 
temporarily stymied trying to install some gem.
If anyone else is willing to test, please drop me a line and I'll send 
it to you.
Although we missed our 3/16 date, I'd still like to see if we can get 
this release out this week.
