The Comments include some discussion of /usr/include/sys/{lc_core,localedef}.h,
the gist of which is "they may be redistributed." They are closely tied to
items in the closed
source tree, so rather than moving them into the open tree, we're leaving them
where they fit most naturally, but allowing bindrop.sh to leave them in place
so they appear in bfu archives and in the closed-bins tarballs.
