In adding SUNWonbld support to the ON/IPS build, I stumbled over what seems
like an oversight in nightly.sh. Various nightly options control copying
archives, packages, and proto areas into the parent repository. The tools
proto area is NOT included when this happens.
Ultimately, I think that:
1) ${ROOT} for the tools build should include ${MACH}
2) nightly.sh should copy the tools proto area into the parent whenever it
copies the normal proto area
