I'd go with:
Actions delivering <something> `<key attribute>' have differing attributes:
<pkgdiff formatted output>
at:
<locations in manifests>
where <something> is the action type, <key attribute> is the key
attribute, and <pkgdiff formatted output>, and <locations in manifests>
are exactly what they say on the tin.
I think that should give you tasteful output, regardless of specifics
(i.e., it should work equally well for 'user name=toadie as 'file
path=etc/crockpot')
