I don't think there's any need for a consolidation-wide incorporation.
Packages should use incorporate or optional dependencies directly, if
necessary.
I'm happy to drop the consolidation incorporation and dependencies on
it, but based on one of the many pages that I have run across, I was
under the impression that the consolidation-wide incorporations were
being required. Perhaps I misread or that has changed.
