There's no requirement for that.  They exist in their current form because
of the way they were originally generated by the WOS importer in the pkg(5)
gate, but there's no reason that a team with greater knowledge of any given
consolidation than the packaging team shouldn't define their packages
however best suits the content.

Remember also that userland isn't a single consolidation in strict terms --
not all software in the gate is built and delivered as a unit.  That's what
incorporations are designed to convey.  Instead, userland is a gate full of
consolidations, many of which might only be a single package.
