Apparently, this has something to do with it:
<http://msdn.microsoft.com/en-us/subscriptions/ff723773.aspx>
See "Products Unavailable due to Java-related Settlement."

There are many sites that offer the ISO image, though.

I had a free copy that I never installed and I figure I must have discarded it
in the last year while moving CD-ROMs around my office. But no, I still have
it. Of course, it is the original release. It's copyright 1985-1999.

Fortunately I still have a November 2005 MSDN DVD with ISO images for the three
Windows 2k versions plus Windows Server 2003 SP1, Windows XP SP2, etc.

It's interesting that Sun Java and even now, Oracle Java 6, still support both
Windows 2000 and Windows Server 2003.

I checked MSDN to see if the ISO image for Windows 2000 was available for
testing. I don't see it. XP/Vista/7/8 preview are available, but no
2000.
