Yes, according to http://incubator.apache.org/openofficeorg/native-lang.html#native-language-mailing-lists "New native language mailing lists for the project are made at the request of an Apache OpenOffice PPMC (Podling Project Management Committee) member, and after discussion and consensus on the ooo-dev mailing list."
