Indeed, it isn't. ooo-private is not used for decisions, but just for discussions about individuals and about trademark violations, which would be inappropriate on public lists.

Apache OpenOffice uses public lists for everything, including all decision making (except when we are discussing/voting on an individual), fund allocation, project strategy...

(To be picky, this is something that shouldn't belong to ooo-l10n either... but actually it is something that should not have happened in first place, and I hope we can conclude that the "head-hunting" was just an episode)
