Unless I am misunderstanding the question, a staff member is a patron
like any other.  As the patron is being added, however, the user profile
is set, not to Resident Adult but to Staff member.

In the admin->system administration->group permissions, one can create
groups with specific permissions.   These groups correspond to the
profile when you add a patron.

Did the make sense?

I'm beginning to think I'm coming at this with the wrong mental model
and that staff logins work completely differently from what I'm used to.
I don't see anything in the client Admin menus that would add staff
logins.  The default admin login can't do everything.  Are other logins
created out at srfsh# or something?
