Those are very limiting in their current form. The current system only counts checkouts at the circ lib, its descendants, and its ancestors. It also only works if the rule is applied to the most specific rule of those that apply to the circulation when fallthrough is in use.

I coded a new version, however, that is awaiting review. It was designed to work well with fallthrough and support much more varied configurations:
