Hi Tom When I look at https://bugs.launchpad.net/evergreen/+bug/876517 it shows a milestone of Evergreen 2.2.0alpha2 for the Circ Modifier Limits are too limiting. Do you think it is likely that this new design/fix will be in 2.2? Thanks. Joan

The current system only counts checkouts at the circ lib, its descendants, and its ancestors. It also only works if the rule is applied to the most specific rule of those that apply to the circulation when fallthrough is in use. I coded a new version, however, that is awaiting review.
