kaprocs.c and kadatabase.c appear to have special compile rules that compile
them with SPECIAL defined to 1. Interestingly, there does not appear to be
any case where they are compiled and this isn't the case.

Any reason not to just get rid of the special rules, and remove the ifdef's
in the source? It appears to be checking tentry.flags against KAFSPECIAL
(0x100) in a few places.

Or have I missed where this is being built with special not defined?
