A similar situation exists for ktc.o - it is built with MAYBE_NO_KTC to
prevent inclusion of afs/ktc.h, but as near as I can tell, afs/ktc.h never
exists.
Seems like it'd be good to just remove the special part of the rule and the
ifdefs.
