Calling setserverprefs with a server name creates an entry for that
server.  Server names are not cached.  When you re-start the service
the name is lost unless the client finds it listed in the CellServDB
file (for vldb servers) or the vldb server informs the client that the
volume being searched for is located on the file server.

It sounds like what you are looking for is a new command that flushes
the server list without restarting the afs client.
