Ok, a bit more info.

I have a script which outputs French charaters.  This works on a
bluedragonJX 6.21 development server (win2003).
I tried it on OpenBD running on GAE and found it would not render the
French characters.

I have just tried it on a OpenBD instance created using Jordan
Michaels Installer (Tomcat), on a wn2008 server and it still fails to
show the French characters.  So it seems its not specific to GAE.

I must be missing something obvious because I am sure OpenBD can
handle the characters really.
