I don't think there's an issue here as OpenBD behaves the same as CF when determining the encoding of the file.
By default, the file.encoding property of the jvm is used (which is determined from the OS). Otherwise, OpenBD will look for a BOM or a <cfprocessingdirective> in the file to determine it's encoding. If you want to have OpenBD treat all files as utf-8 without specifying a BOM or having a <cfprocessingdirective> in every file, then pass in the argument -Dfile.encoding=utf-8 to the jvm on startup.
