I knew I'd be embarrassed!  I did a double-take when I saw your reply,
cause I didn't see a download link to plugs....but sure enough it's
there plain as day.

The instructions in the Wiki say to place the file in "WEB-INF\lib"
but the 3 WEB-INFs directories

c:\openbd\tomcat\webapps\ROOT\WEB-INF
c:\openbd\tomcat\webapps\mamager\WEB-INF
c:\openbd\tomcat\webapps\hostmamager\WEB-INF

 have a sub directory named "lib".  I'm going to assume that the
correct location is

c:\openbd\lib
