Thanks everybody...I changed the xml file per Alan W's advice which did not solve the issue. I tested the config setting with many permutations of the <pluginjarpath> value:
C:\openbd\lib\openbdplugin-spreadsheet.jar C:\openbd\lib C:\openbd\lib\ $C:\openbd\lib $C:\openbd\lib\ But nothing is working. I've been rebooting Tomcat with now luck, but just read Jason and Alan H's advice to stop the service and delay. I killed the "Apache Tomcat OpenBD" service for a good 3 minutes, still no luck.
